AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator explained in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these parties, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Voting Background and Party Dynamics
Netherlands citizens vote on 29 October in an election that will be closely watched around Europe for the performance of the PVV.
The far-right party of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to supply the future head of government.
Inadvertent Prejudice Attributed to AI Operation
The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
